Well, on later Windows systems, you can right-click the file, highlight Open With..., then select Paint from the list of programs. On earlier systems that can't do this, open Paint, then go to File, select Open, then find the file, select it, and click the Open button.

[glow=purple,2,300]thats good if the picture is saved on paint, but if its on the net you need to copy the picture, go to paint and then paste it in there, if the pictures larger than the bitmap always enlarge it unless you want to cut off some thingsthen don't but if you want the whole picture enlarge it[/glow]
